On January 12, 1864, the U.S. War Department issued General Orders, No. 17, placing Major General Samuel P. Heintzelman in charge of the newly created Northern Department.

By direction of the President of the United States, Major General S. P. Heintzelman U. S. Volunteers, is placed in command of the Northern Department which will be composed of the States of Michigan, Ohio, Indiana, and Illinois — Headquarters at Columbus, Ohio.
