On October 28, 1863, the U.S. War Department issued General Orders No. 350, appointing Major General Benjamin F. Butler to command the Department of Virginia and North Carolina, as well as the 18th Army Corps.

Butler, U.S. Volunteers, is appointed to the command of the Eighteenth Army Corps, and of the Department of Virginia and North Carolina. Major general J.G. Foster, on being relieved by General Butler, will report in person for orders to the Adjutant General of the Army.

II.;;;;;;;;;;;;;;;; Major General John M. Palmer, U.S. Volunteers, is assigned command of the Fourteenth Army Corps.
